Our take

This is a small, low-voltage panel that mounts to the outside of a cage so a bird can press against it for warmth, rather than a device that heats the whole cage. It will not replace an avian vet's care for an egg-bound or seriously ill bird, but raising a bird's ambient temperature is one of the few genuinely useful things an owner can safely do at home while getting to one, and having it already mounted and ready beats scrambling to warm a room from cold. It runs on safe 12-volt low-voltage power and is thermostatically controlled so it will not overheat a bird pressed against it.
